About

Hi, I’m Francisco Parés Olguín, Deputy Director of the Global South Center at the UC Davis Institute of Transportation Studies. My work focuses on the intersection of mobility, circular economy, and just transitions — with an emphasis on the environmental and social implications of second-hand electric vehicle flows, battery end-of-life policy, and regional industrial strategy in the Global South.

I recently completed my Ph.D. in Energy Systems at UC Davis, where I used life cycle assessment, trade and stock modeling, and policy analysis to explore transboundary material flows and their regulatory gaps. My research has been published in Journal of Industrial Ecology, Journal of Cleaner Production, Transportation Research, and the Oxford Energy Forum, and I’ve shared findings at ISIE, TRB, and ISSST.

I’m especially interested in how industrial ecology can inform fairer and more effective mobility transitions, particularly across North–South systems where infrastructure, policy, and environmental burdens are often unequally distributed.
