Research Interests

Harri works on various areas of European and international environmental and economic law. His focus is to develop theoretical, empirical and methodological approaches at the nexus between these areas of law and policy, thereby supporting sustainability transitions in an era of the triple planetary crisis, increasing economic competition and intensifying geopolitical tensions.

In his work, Harri often uses interdisciplinary approaches and collaborates with ISIE colleagues working in other disciplines. A key areas in Harri’s work at the environment-economy nexus is the circular economy, but it also extends to e.g. sustainable trade and green public procurement. He has engaged in the development of theories on e.g. the notion of extended producer responsibility, and the role of law in sustainability transitions. Empirically, Harri has investigated e.g. the mechanisms of mediating environmental and economic considerations in law, the coherence between EU trade policy and the environmental aspects of the European Green Deal. Harri usually frames his work through societally important topics such as waste electronics, electric vehicles, and the sustainability of aviation fuels. Harri’s PhD 2004 (‘e-Cycling’) was amongst the first broad legal analyses of what has since become known as ‘the circular economy’.
